- Southeast Colorado Power Association, formed in 1937, is a not-for-profit cooperative electric utility serving all or parts of eleven southeast Colorado counties. Our customers are members of the cooperative and own the cooperative. A board of directors selected by the members, one from seven different geographic districts, governs the business.
